Sewer Discharge Factor review

Hi all, we have recieved a request from a local business on whether we can review the sewer discharge factor for their business (a car wash). At the moment we charge 95% of the water consumption at a seperate rate, however they have argued that a similar
business located in another Council area has had their rate reduced to 85%.
The Liquid Trade Waste guidelines provide recommended discharge factors however recommends that if you have data available the discharge fsactor should be reviewed in line
with this information .Does anyone have experience reviewing their discharge factors, and how they went about doing it? The most sensible method I can think of is have the business install a flow meter and collect at least 3 months (if not more) of data and
compare that to the water usage, but I wasn't sure whether anyone else had any experience with something like this.
