G'day, I'm just looking to see what other councils do when protecting a water asset that runs under stormwater culverts/ infrastructure or sewer. WSAA says to concrete encase the pipe as per WAT-1204 and WAT-1211, do most council's do this? Would
it make more sense to have an encasing pipe with PE (Welded) to be jointless under such a section? Lorenzo MidCoast Council

Lorenzo, The NSW Regional Water Code was recently updated to remove concrete encasement for water supply (and pressue sewer mains) as cyclic pressure can create issue at the transition points. Concrete encasement is also problematic where you experience leaks within the encasement so the Committee decided it was not recommeded in NSW LWU. The way to manage these issues was to use HDPE or welded sindakote steel (joint free) pipe so that there is minimal risk of cross contamination and you have a maintence free pipeline under and well past the stormwater pipe and back on the orginal alignment. The WSAA standard drawing in the codes was updated to remove encasement. Matt Kidd Shoalhaven Water.

Hi Lorenzo If the existing water main is AC or CICL, we don't typically support concrete encasement on these types of main. We will request the main to be replaced with better material before applying protection measure. We accept concrete encasement
and pipe in pipe method. Regards Johnson Central Coast Council

I prefer to replace the water main in DICL. If the stormwater is new infrastructure you will otherwise potentially have new infrastructure with a design life of 60 years constructed over the water pipe with less life remaining. Similarly for build over sewer approvals. A new building should only be constructed over a new sewer pipe. Brett Corven

I've been looking at the lastest Regional WSA 03 - WAT-1204, 1210, 1211, 1212 and 1214 seem to have remained unchanged. would you be able to point me to the section or drawings that outlines that concrete encasement isnt preferenced? Lorenzo - MCC

I agree, the only difference that i would have in my opinion is that HDPE can be welded and become a 'joinless section'. So the idea of a HDPE pipe within an encasing pipe seems like a simple and safe approach over DICL. - Lorenzo MCC

This is relevant to a particular request i have at the moment. A contractor wants to concrete encase series 1 PVC which we have experienced as brittle across our network. do you find pipe-in-pipe is the preferred method? Lorenzo - MCC

Thanks for your time on the phone Matthew, for everyone else on this thread. The newly released WSAA Code03 Regional NSW captures that concrete encasement is not preferenced in caluses 7.6 and 16.6. cheers, Lorenzo MCC
